<p> A new fiction book has been released by author Rick Goeld. His new novel, Sex, Lies, and Soybeans, asks: “What happens when we become too dependent on genetically engineered food?”</p>

<p>The story takes place in a near-future where bird flu, swine flu, mad cow, red tide, and other diseases have decimated virtually every source of animal protein. Soy has become the world&#8217;s &#8220;go to&#8221; crop for protein, and the soy industry has become the world&#8217;s most powerful food consortium. Their long-term goal: dominate the worldwide food market with genetically engineered synthetic food made with 100% soy. Their interim goal: saturate the American fast-food market. Texas is their first target. If they can conquer the influential state of Texas, other states will fall like dominoes.</p>
<p>&#13;</p>
<p>But Victoria Blackburn, Chairman of the Texas State Senate&#8217;s Food and Drug Committee, is blocking key soy-industry-sponsored legislation. Lobbyist’s attempts to influence her are unsuccessful, so Plan B is devised: penetrate her family and twist a few arms—or worse—to change the Senator&#8217;s mind. Her brother, William, a slacker with an overactive sex drive, is identified as the &#8220;weak link&#8221; in the family.</p>
<p>&#13;</p>
<p>“When I started this novel back in 2004,” Goeld said, “much of the discussion was about genetically engineered soy, corn, and wheat. Today, genetically engineered salmon is the hot-button issue.” Goeld was referring to last month’s recommendation by an advisory committee to the FDA that genetically engineered salmon would be safe to eat and for the environment (“Panel Leans in Favor Of Engineered Salmon,” by Andrew Pollack, The New York Times, September 21, 2010). “We’re moving too fast,” Goeld continued. “I’m not an expert in biotechnology, but I think many people would like to see thorough studies of the long-term effects genetically engineered salmon will have on real live human beings, and on the natural salmon population.”</p>
<p>&#13;</p>
<p>Goeld compared Sex, Lies, and Soybeans to Michael Crichton’s “Jurassic Park.” Both books are a mix of fast-paced entertainment and larger-than-life characters with serious messages about genetic engineering, the abuses of big business, and the limitations of government control.</p>

Utilizing Texas AgriLife Research’s extensive collection of wheat cultivars and germplasm and Bayer’s expertise in both classical and molecular plant breeding, the collaboration aims to bolster current development efforts and expedite the delivery of higher yielding wheat varieties to market. Financial details of the collaboration were not released.</p>

<p>In particular, researchers and breeders at both institutions will focus on developing wheat lines that offer improved yields, as well as regionally important characteristics such as drought resistance, disease resistance and improved quality. Texas AgriLife Research is a leading provider of Hard Red Winter Wheat germplasm for the Southern Great Plains region of the U.S., and its collection will serve as a strong basis for developing these new lines. </p>

<p>Additionally, the collaboration will focus on the development of molecular breeding tools to facilitate the rapid genetic improvement of wheat. Combining both classical and modern breeding techniques is expected to increase the rate of wheat yield improvement and allow wheat to thrive in areas with conditions which are unfavorable currently for wheat production.  </p>

<p> A new study from The Lewin Group finds that Medicaid pharmacy could save more than $  30 billion over the next decade by transitioning from the current approach used by state Medicaid fee-for-service (FFS) programs to the more efficient approaches used by Medicare Part D plans, Medicaid managed care organizations (MCOs), and the commercial sector, including typical state employee plans.</p>
<p>&#13;</p>
<p>The study notes that Medicaid FFS pharmacy programs use fewer generic drugs and pay pharmacies higher dispensing fees and ingredient costs than other programs.  The findings from this groundbreaking report challenge the assumption that Medicaid pharmacy can only reduce costs by cutting benefits, limiting eligibility, demanding deeper manufacturer rebates, or paying drugstores higher dispensing fees in exchange for more pricing transparency.</p>
<p>&#13;</p>
<p>“Medicaid is one of the few pharmacy benefit programs that still relies heavily upon a fee-for-service approach.  By operating more like Medicare and commercial market plans, Medicaid could increase the use of generics and save billions without cutting benefits,” said Pharmaceutical Care Management Association (PCMA) President and CEO Mark Merritt.</p>
<p>&#13;</p>
<p>Currently, three-fourths of Medicaid pharmacy dollars are administered using a fee-for-service approach in which public officials play a role in determining how much to pay drugstores for each prescription filled (dispensing fees) and ingredient costs (the reimbursement for the cost of the actual drugs).   The other one-fourth of Medicaid pharmacy is managed more like pharmacy benefits in the commercial sector, where third-parties use proven utilization management tools and negotiate pharmacy payments directly with chain drugstores and the drug wholesalers that represent independent pharmacies.</p>
<p>&#13;</p>
<p>The Lewin study also finds that although state Medicaid programs pay widely varying Medicaid dispensing fees, these decisions seem largely unrelated to the level of ingredient cost reimbursements a state pays or the level of generic utilization a state achieves.  For example, Texas pays the nation’s highest dispensing fees ($  7.50) and New Hampshire pays the lowest ($  1.75), but they both pay about the same for ingredient costs and generate similar rates of generic drug utilization.</p>
<p>&#13;</p>
<p>Many Medicaid pharmacy discussions begin and end with the issue of the drug manufacturer rebates.  However, the statutory and supplemental rebates paid to Medicaid by brand name drug manufacturers are determined separately from pharmacy dispensing fees and ingredient costs. This means that manufacturer rebates have no impact on the savings that more active management of dispensing fees and ingredient costs could achieve.  Likewise, these savings also do not assume any additional cost sharing for Medicaid beneficiaries.</p>

<p>Key Findings</p>
<p>&#13;</p>
<p>Savings Opportunities Exist In Four Key Areas</p>
<p>&#13;</p>
<p>While Medicaid FFS programs and costs vary greatly state-by-state, The Lewin Group identified four key areas where pharmacy benefit management could generally be improved:&#13;<br />
</p>
<p>&#13;<br />
   Generic Drug Dispensing: Medicaid FFS is less effective at encouraging the dispensing of generic drugs in place of brands. The generic dispensing rate in Medicaid FFS averages 68%, compared to an average 80% generic dispensing rate in Medicaid MCOs.&#13;</p>
<p>   Dispensing Fees: At $  4.81 per prescription, the national average dispensing fee that Medicaid FFS programs pay to retail pharmacies per each prescription is more than double the average dispensing fees paid by Medicare Part D payers, Medicaid MCOs, or health plans in the commercial sector.&#13;</p>
<p>   Ingredient Costs: The rate at which retail pharmacies are reimbursed for the actual medication ingredients (pills, capsules, etc.) is also higher, on average, in Medicaid FFS programs than in Medicare Part D or the commercial sector.&#13;</p>
<p>   Drug Utilization: The number of prescriptions dispensed per person is typically higher in Medicaid FFS programs than in Medicaid MCOs due to less effective controls on polypharmacy, fraud, waste, abuse, and other factors in the FFS setting.
<p>Estimated Federal and State Medicaid Savings</p>
<p>&#13;</p>
<p>If all state Medicaid programs used a market-based approach such that dispensing fees, ingredient costs, drug utilization, and generic drug dispensing were brought in-line with norms for Medicaid MCOs, Medicare Part D, and commercial payers, Lewin estimates that:</p>
<p>&#13;</p>
<p>   Combined federal and state savings to the Medicaid program would total $  30.3 billion over the next decade.&#13;<br />
   Medicaid FFS prescription costs could be reduced by 14.8%.&#13;<br />
   Per member per month (PMPM) costs for Medicaid FFS pharmacy benefits could be reduced by $  12 in 2011 under optimal management.
<p>PCMA represents the nation’s pharmacy benefit managers (PBMs), which improve affordability and quality of care through the use of electronic prescribing (e-prescribing), generic alternatives, mail-service pharmacies, and other innovative tools for 210-plus million Americans.</p>

<p>As announced on Jan. 23rd, 2012, Baxter International Inc. provided an update on its clinical program evaluating the use of the Gammagard Liquid for the treatment of mild to moderate Alzheimer&#8217;s disease. Additionally, the company plans to initiate a second, confirmatory Phase III trial in the first quarter of 2012.</p>

<p>According to Baxter International Inc. announcement, the second Phase III trial is identical in design to the first Phase III trial, and will assess the safety and effectiveness of Gammagard Liquid as a potential treatment for signs and symptoms associated with Alzheimer&#8217;s disease.</p>

<p>At the end of February 1994, Baxter Healthcare announced the removal of Gammagard from the global market because of the possibility that it may have transmitted the hepatitis virus, including hepatitis C. In July 1995, the FDA said that as many as 1,000 cases of hepatitis C could have been linked to use of Gammagard. In September 2000, the U.S.D.C. for the Central District of California approved a settlement of the class action (MDL NO. 95-1060-R) providing financial compensation for U.S. individuals who used Gammagard between January 1993 and February 1994.</p>

<p> The millions of people who tuned in to the watch the Barrett-Jackson classic car auction on the night of Saturday, Jan. 21 were treated to some unexpected drama courtesy of Allan Jones. </p>

<p>Jones, founder and CEO of Check Into Cash and a native of Cleveland, Tennessee, has become legendary at Barrett-Jackson over the last decade for his trademark Tennessee Vols cap and propensity for engaging in high-dollar bidding wars that benefit charity. </p>

<p>The businessman traveled to Scottsdale, Arizona for the auction this year in order to raise funds and attention for the Fisher House Foundation, whose goal is to support military families during times of need. </p>

<p>Because members of the military and their families are stationed worldwide and frequently travel long distances for healthcare, the foundation donates special “comfort homes” built near major military and veteran’s administration medical centers. &#13;<br />
<br />“Check Into Cash has a long history of supporting charities and organizations who need help,” said Jones. “There is no bigger stage than Barrett-Jackson to draw attention to a worthy organization like the Fisher House Foundation that helps family members be near their loves ones in the military during hospitalization for unexpected disease, injury or illness.” </p>

<p>Jones’ focus at the auction was a 2007 New Holland Boomer tractor owned by Tonight Show comedian Jay Leno. The blue tractor – named “Lil Tug” &#8211; was signed by former President George W. Bush. </p>

<p>Jones eventually pushed up the bidding on the tractor to $  535,000 before declining to move forward. His efforts resulted in a significant financial windfall to the Fisher House Foundation. &#13;<br />
<br />“Every dollar raised goes to the foundation and the people who need help,” said Jones. “The bidding war made great television but the results will make a big difference to our troops and their loved ones.” </p>

<p>The Barrett-Jackson auction has raised more than $  11.5 million of collectible automobiles for charity in the last five years. </p>
<p>&#13;</p>
<p>Prior to his charity bid to aid the military in 2012, Jones drew attention at a Barrett-Jackson auction in 2005 that has become legendary among classic car collectors and fans of the auction. </p>
<p>&#13;</p>
<p>At the event, Jones bid on a rare Olds F-88 – a Chevrolet Corvette with Oldsmobile-style bodywork. Wearing his trademark Vols hat, Jones engaged in a dramatic bidding war for the concept car with collector Alan Lewenthal, curator for the Gateway Auto Museum who has also been called “Ferrari Hat Guy.” </p>

<p>Jones felt he had the car secured for $  550,000 but eventually pushed the bidding to $  2.7 million until he decided to no longer pursue the F-88 he estimated was worth about $  600,000. The car was eventually sold for $  3.24 million. </p>

<p>The duel was described by AutoWeek magazine as “perhaps the most emotional 10 minutes of automotive television in recent history.” </p>

<p>Jones’ history of philanthropy runs deep. He was the sole financial contributor to the Jones Wrestling Center at Cleveland High School, home of the 2011 state champion Blue Raiders. Jones was also the sole contributor to the University of Tennessee at Knoxville’s state-of-the-art Allan Jones Aquatic Center. The businessman made national headlines in 2011 with a donation to the non-profit Tennessee Achieves program that ensured every graduating high school senior in Bradley County had a chance to attend Cleveland State Community College.</p>
